These Notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of North Las Vegas. 

REQUEST FOR RELEASE OF FUNDS On or about Wednesday September 3, 2025 the City of North Las Vegas will submit a request to the U.S Department of Housing and Urban Development, Region 9 (HUD) for the release of Community Project Funding Grants to undertake a project known as the North Las Vegas Fire Training Facility. The proposed project entails the set-up of a modular structure on a property owned by the City of North Las Vegas, outfitted with the necessities for a functional training facility for interagency fire collaboration and training. The site occupies Clark County Assessor Parcel, Number 13916101003.

FINDING OF NO SIGNIFICANT IMPACT
The City of North Las Vegas has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review electronically. PUBLIC COMMENTS Any individual, group, or agency disagreeing with this agency may submit written comments to Leslie Nix, Director, Grants Development and Administration, City of North Las Vegas, at NixL@cityofnorthlasvegas.com.

All comments received by Thursday September 18 2025, will be considered by the City of North Las Vegas prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. 

ENVIRONMENTAL CERTIFICATION The City of North Las Vegas certifies to HUD that Leslie Nix in her capacity as Director of the Grants Development and Administration Department and Certifying Environmental Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of North Las Vegas to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

  HUD will accept objections to its release of funds and the City of North Las Vegas’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the name of RE; (b) the City of North Las Vegas has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S. Department of Housing and Urban Development, San Francisco Regional Office, at  One Sansome St., Suite 1200, San Francisco, CA 94104 or via email at RROFSFRO@hud.gov. Potential objectors should contact HUD’s San Francisco Regional Office via email to verify the actual last day of the objection period.

 

 1690 West Brooks Avenue, North Las Vegas, Nevada 89032  The CPF-funded portion of this project will pay for the site design preparation, permitting of site and connections, as well as the transportation, delivery, and set-up of the modular structure on the project site. The City will oversee all activities, with no subrecipients involved in the implementation. The City of North Las Vegas has prepared a draft Consolidated Annual Performance and Evaluation Report (CAPER) for the period of July 1, 2024 to June 30, 2025. This performance report provides information on housing and community development activities during the reporting period and assesses progress in meeting housing and community development needs in North Las Vegas. The draft CAPER will be posted starting Thursday, September 11, 2025. The public is invited to review the draft CAPER and to submit written comments no later than 5:00 P.M. on Thursday, September 25, 2025. The complete report will be submitted to the U.S. Department of Housing and Urban Development (HUD) by September 30, 2025 and will include public comments.

The HOME program is sponsored by the United States Department of Housing & Urban Development (HUD). AAHTF funds are available through the State of Nevada. The HOME and AAHTF funds received by the City of North Las Vegas will be used by qualified organizations for affordable housing projects that serve low-income residents who live in North Las Vegas.

 

Second Title:

For program year 2025/2026, HOME program funding applications may be submitted by non-profit or for-profit organizations intending to make application for the Acquisition, Rehabilitation, and Rental of affordable rental housing in North Las Vegas. A total of $1,900,000 HOME and AAHTF funds are being made available for this application.

REQUEST FOR RELEASE OF FUNDS

On or about Monday October 06, 2025, the City of North Las Vegas will submit a request to the U.S Department of Housing and Urban Development, Region 9 (HUD) for the release of Community Project Funding, including American Rescue Plan Act – HOME Investment Partnership Program funds per 24 Code of Federal Regulations (CFR) 92, to undertake a project known as the Dolores Huerta Resource Center (DHRC) at 1737 Hunkins Drive, North Las Vegas, Nevada 89030. The DHRC would provide a comprehensive resource hub and a place to address the various needs of low-income individuals and families. Services at the DHRC would include a free or low-cost legal consultations clinic, educational programs (i.e., English as a Second Language classes, General Educational Development preparation/tutoring, and financial literacy workshops), health and wellness services, workforce development, technology access, and cultural and arts programs for the diverse community of North Las Vegas, Nevada. The project site is on Clark County Assessor Parcel Number 139-23-601-026.

PUBLIC NOTICE City of North Las Vegas Notice of Availability of Private Activity Bond (PAB) Application for Qualified Projects

NOTICE IS HEREBY GIVEN that the City of North Las Vegas is accepting applications from qualified applicants seeking an allocation of tax-exempt Private Activity Bonds (PABs) for eligible activities permitted under Section 142 and Section 147 of the Internal Revenue Code and by the State Department of Business and Industry pursuant to NRS 349.580 or 349.595 and applicable federal and state regulations.

Eligible activities may include, but are not limited to, the acquisition, construction, and/or rehabilitation of qualified multifamily residential rental housing, in addition to qualified industrial projects and other PAB-eligible activities as permitted by law.

The PAB application process is competitive and subject to availability of bond volume cap, City policy, and approval by the City Council and other required approving authorities.

Applicants will be evaluated based on eligibility, project readiness, financial feasibility, public benefit, and consistency with City strategic priorities. Submission of an application does not guarantee an award or allocation of bond volume cap.

The issuance of any Private Activity Bonds is subject to public hearing and approval in accordance with the Tax Equity and Fiscal Responsibility Act (TEFRA) and final approval by the City Council. Bonds issued will not constitute a debt or obligation of the City of North Las Vegas, and neither the faith and credit nor the taxing power of the City is pledged to the repayment of the bonds.

2026 Annual Action Plan – Public Comment Period and Public Hearing

NOTICE IS HEREBY GIVEN that the City of North Las Vegas has prepared its proposed 2026 Annual Action Plan, part of the 2025–2029 Consolidated Plan, which identifies housing and community development priorities and the use of federal funds for the 2026 program year.

The proposed Plan will be available for a 30-day public review and comment period beginning April 1, 2026. The Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) at least 45 days before the start of the 2026 program year.

A pre-application is required as part of the HOME application process. The deadline for submitting the pre-application is Monday December 14th, 2026 at 3:00 PM (PST). The deadline for submitting the final application is Thursday December 17th, 2026 at 3:00 PM (PST).

The City of North Las Vegas will accept application and award applications on a first come, first served basis depending on the time of pre-application and application entry. Award distribution will depend on availability of grant funds at the sole discretion of the City of North Las Vegas.
