Frequently Asked Questions (FAQ's)

  1. Can the Grants Department give me a grant for my self/ home/ business?
    • The City of North Las Vegas Grants department's purpose is to apply for federal grants to support the other City departments and ensure the City's compliance with the terms and conditions of the funds we receive. The Grants department does not determine if or to whom the other departments subaward their funds, meaning the Grants department does not usually give out grants directly
    • The City does not award grant funding to individuals or large for-profit businesses (with the exception of developers building low income housing)

  2. Are grants just free money?
    • Grants are not "free money". Grants are funds with a lot of strings attached. Federal grant funds have many requirements and conditions, even if they are passed through a City to a nonprofit. 2 CFR 200 is the legislation that outlines the rules of grant funding. Each grant also has specific terms and conditions above the federal regulations that must be followed. Grant funds can not be spent on certain things, can only be spent at certain times, and require a lot of reporting/documentation. By accepting a grant, you agree to follow all of the rules and regulations surrounding the use and reporting of those dollars.

  3. I want to apply for a grant. What do I need?
    • Your small business or nonprofit should have the following items to be ready for a grant application:
      • Unique Entity Identification (UEI) number obtained through the SAM.gov website and registration/good standing on the SAM.gov website
      • Policies and procedures for grant management, record retention, separation of duties, benefits & pay rates, purchasing/procurement, travel, and depreciation
      • Explanations for any audit findings in the past two years (if applicable)
      • A process for reconciling bank accounts at least monthly
      • A system of budgetary controls to ensure overspending is not possible
      • It is very important to have a staff member familiar with grant spending rules and the ability to keep an accurate accounting of funds
      • If applying as a nonprofit, a 501(c)(3) designation is required
      • Start looking on foundation websites like Caesars or MGM, federal sites like Grants.gov, or local cities for grant opportunities

  4. My nonprofit or small business just got a grant! What should I know?
    • Grant management is very complicated both programmatically and financially. It is imperative that you have a strong accounting employee familiar with the rules of grant spending.
    • If you have more than $1,000,000 in federal grant funding per year, you will be required to undergo a single audit. It is important to keep records of all grant related financial and programmatic activity.
    • Thoroughly read through the agreement and the attached terms and conditions. Make sure you understand what is required of you. Make note of when reports are due, when invoices are due, and the format for each.
    • Misuse of grant funds is a serious issue that could lead to termination of your award, payback of misused funds, or in some extreme cases; criminal charges.
