Dedication of rights of way shown on the City of North Las Vegas Master Plan of Streets and Highways is required as a condition of development or subdivision of the property. Dedications can be granted on the associated map or by seperate document.  A legal description is prepared by a surveyor, attached to a Deed of Dedication form, then signed by the owner of record. The document is then forwarded to the City along with the following items:

Documentation supporting the authority of the person who executed the legal document on behalf of the owner, corporation, limited liability company, etc.

Grant of Easement, Right-of-Way Dedication by Separate Document Form 051525

The City of North Las Vegas accepts application/petition for annexation from properties located within unincorporated Clark County. These properties must be within the water service area of the City and meet the requirements of Nevada Revised Statute Chapter 268.

Complete the following items for submittal:

1. Annexation Application Form
2. Ownership Disclosure Form
3. Justification letter stating reasons for annexation
4. Copy of current recorded deed(s)
5. Copy of legal description, exhibit 8 1/2” x 11” (including applicable roads) and electronic text file

Upon receipt of the completed annexation request, staff will review the file and make recommendations. If the application is accepted, agenda items will be submitted to accept the petition and introduce the annexation ordinance. The City Council may at the following meeting consider and adopt the ordinance, and set the effective date of annexation. 

Once the City Council adopts the annexation ordinance, Real Property Services will have the annexation ordinance and a record of the survey map recorded at the Clark County Recorder's Office.

Petition for Annexation Restrictive Covenant (Apex)

Apex Industrial Park Area requires an application form and a Petition for Annexation Restrictive Covenant (Apex) to be recorded. 

Vacation or abandonment of street or easement per NRS 278.480.  A relinquishment of all public rights and interests to the City of North Las Vegas, reserved by patent, deed or grant; conveyed in fee title by a deed; and conveyed by a grant of easement.

Complete the following items for submittal:

Vacation Pre-Application and all checklist items. 

Upon receipt of the completed Pre-Vacation Application, RPS staff will review concurrently with any mapping and civil improvement plans in process.  Once approved, the Pre-Vacation Application documents will proceed to final review by Development and Flood Control (DFC).  DFC will finalize documents and schedule them for Introduction and Public Hearing at a City Council meeting.

Note:  A representative is required to attend the City Council Public Hearing to present and discuss the vacation agenda item and to address any inquiries.

The City of North Las Vegas typically obtains utility easements for utility lines, and their associated equipment, and roadway easements for commercial driveways.  Public Easements can be granted on the associated map or by separate document.

Provide the following items for submittal:

1.  Grant of Easement/Right-of-Way Dedication by Separate Document
2.  Project Name
3.  Legal description prepared by a surveyor
4.  Horizontal Control Plan
5.  Copy of current recorded deed(s)
6.  Documentation supporting the authority of the person who executed the legal document on behalf of the owner, corporation, limited liability company,  etc.
