
Mayor Pamela Goynes-Brown’s remarks focused on accomplishments, vision and legacy of service
North Las Vegas Mayor Pamela Goynes-Brown delivered her final State of the City address, emphasizing new development and job creation, improved community amenities and investment in public safety. She also reflected on her legacy of service as she begins her final year in office. Under the theme of “building a durable city by design,” the mayor’s remarks highlighted:
Development and Job Creation
- Comprehensive Master Plan: The City is updating its Comprehensive Master Plan to shape the direction and growth of North Las Vegas for the next 30 years, tackling everything from public safety, to housing, to conservation. This plan will address the city’s changing economy as North Las Vegas evolves from a bedroom community to a hub for job creation.
- Tule Springs East Area Plan: The City has developed a blueprint for Tule Springs East, a 6,500-acre site that includes BLM land, the Job Creation Zone North and the future UNLV North Las Vegas Campus. This plan is projected to deliver 32,000 new homes, 100,000 residents, and more than 73,000 jobs.
- Apex Industrial Park: Nearly 30 million square feet of industrial space is planned, under construction or recently completed, creating hundreds of jobs for North Las Vegas residents.
- Hylo Park: This 70-acre, $380 million mixed-use project continues to take shape at the corner of Rancho Drive and Lake Mead Boulevard. Agora Realty will break ground on the sports complex in May, with completion set for summer 2027.
- Nevada State University: On April 28, in partnership with Nevada State University and Agora Realty, the City will break ground on a new NSU North Las Vegas campus downtown on the corner of Lake Mead and Las Vegas Boulevards. The campus will open to students in the fall of 2027.
- Former city hall site: The former city hall site is now demolished, clearing the way for a new civic building, housing and retail amenities for downtown North Las Vegas families.
- Top city for business opportunity: For eight consecutive years, North Las Vegas has seen more than $1 billion in annual private sector investment. Companies continue to invest in NLV because of its strategic location, workforce and team’s readiness to support growth by design.
Community Amenities
- Multi-use athletic fields: The addition of six new multi-use athletic fields at Craig Ranch Regional Park has led to multi-year tournament agreements with the Las Vegas Convention and Visitors Authority. That is economic activity flowing into North Las Vegas every weekend.
- The AMP: Major upgrades to Craig Ranch Regional Park Amphitheater include a new stage cover that allows the venue to host larger, family-friendly productions. The AMP will host a grand re-opening concert on April 10.
- Sports partnerships: In partnership with the Las Vegas Aces and The Nines Foundation, the City unveiled two newly renovated outdoor basketball courts at Desert Horizons Park.
Public Safety
- Investment in Police Department capabilities: NLVPD hired 81 police officers in 2025 and has enrolled more than 50 recruits in the first training academy of 2026. This increased capacity combined with expanded and targeted enforcement activities has contributed to crime trending significantly downward.
- Investment in Fire Department capabilities. NLVFD is operating at the highest level of readiness in its history, responding to more than 40,000 calls in 2025 and improving response times for the most critical emergencies. The department broke ground on a new fire training center, scheduled for completion later this year, and placed a fully trained and equipped Technical Rescue Team into service.
