Neighborhood Stabilization Program 3
The City of North Las Vegas proposes to amend the FY 2010 Action Plan for the FY 2010 -2014 HUD Consolidated Plan for the purpose of fulfilling the application requirements to receive Neighborhood Stabilization Program 3 (NSP3) funds through the U.S. Department of Housing and Urban Development (HUD) authorized under Title III, Section 1497 of the Wall Street Reform and Consumer Protection Act of 2010 (Pub. L. 111-203, approved July 21, 2010).
As a subrecipient of Clark County, the City of North Las Vegas is submitting its Substantial Amendment Plan as part of Clark County’s Substantial Amendment Plan to HUD. Making proper application to HUD by March 1, 2011 will result in North Las Vegas receiving a direct allocation of $4,097,147 that may be used for the purpose of: providing financial assistance to qualified (120% adjusted median income or below) homebuyers to purchase foreclosed homes; acquiring foreclosed homes; purchasing blighted vacant property for land banking; and/or redeveloping foreclosed properties that might otherwise become sources of abandonment and blight within the community. The City will also receive an estimated $500,000 pass-through allocation from the State of Nevada.
The NSP3 Substantial Amendment was available for public review and comment until February 21, 2011.
