The candidate filing period begins Tuesday, January 22, 2013, at 8:00 a.m. and ends on Friday, February 1, 2013, at 5:00 p.m. The last day to change the manner of name on the ballot is Friday, February 1, 2013, at 5:00 p.m. The last day for a candidate to withdraw their candidacy is Tuesday, February 5, 2013, at 5:00 p.m. A withdrawal of candidacy must be in writing and presented in person.

The Candidate Filing Packet will be available January 22, 2013 at 8:00 a.m. You may pick up a candidate packet at the City Clerk’s Office or download it from the City’s website. However, you are required to come in person to the City Clerk’s Office, during the Candidate Filing Period, to complete and sign all required forms.

A primary election must be held on the Tuesday following the first Monday in April preceding the general election, at which time there must be nominated candidates for offices to be voted for at the general election. In the primary election the names of the two candidates who receive the highest number of votes must be placed on the ballot for the general election. If, regardless of the number of candidates for the office of Mayor or Council Member, one candidate receives a majority of the total votes cast for that office in the primary election, he/she must be declared elected to that office and no general election need be held for that office. Seats are non-partisan: Mayor shall be elected for a term of four (4) years; Council Seat shall be elected for a term of four (4) years. Each Council Member shall be voted for and elected only by the registered voters of the ward that the Council Member will represent (Article II, Section 2.010, Subsection 5 of the Charter of the City of North Las Vegas). Candidates for all other elective offices must be voted upon by the registered voters of the City at large. (NLVMC 2.08.030, 2.08.060, NLVCC 2.010, 4.020)

Each candidate for Mayor must meet the following qualifications:

(A) Be a bona fide resident of the City for at least a continuous six (6) month period immediately preceding the election;

(B) Be a qualified elector within the City of North Las Vegas.

Each candidate for Council Member Wards 1 and 3, must meet the following qualifications:

(A) Be a qualified elector who has resided in the ward which he/she represents for at least thirty (30) days immediately preceding the last day for filing a declaration of candidacy and must continue to live in the ward.

(B) Must continue to live in the ward he/she represents, except that changes in ward boundaries made pursuant to the city charter or this chapter will not affect the right of any elected councilman to continue in office for the term for which he was elected.

All candidates for elective office shall, at the time of filing, produce evidence in satisfaction of their qualifications for said elective office. Said qualifications are set out in the Charter of the City of North Las Vegas as amended, and Section 2.08.060 of the Municipal Code. The City Clerk’s Office may access water billing history to determine residency unless other proof is provided by the candidate.

Each candidate shall be charged, and the City Clerk shall collect from each candidate at the time of filing a filing fee in the sum of one hundred dollars ($100.00) (Ord. 1472 § 3, 2000) and twenty-five dollars ($25.00) for the placement of political signs in North Las Vegas (NLVMC 17.24.115), which shall be deposited to the credit of the general fund of the City. Filing fees are payable by cash, check or money order. Credit card payments will be accepted Monday through Thursday. No credit card payments will be accepted on Friday.

All Candidates must submit the Campaign Contributions and Expenses Reports and Financial Disclosure Statement, even if (a) they withdrew their candidacy, (b) they had no opposisiton, (c) they lost in the Primary Election, and (d) they were elected to office.

Political Signs

If you are a candidate running for office in any election (City, County, State, or Federal), a Ballot Advocacy Group (BAG), or a Political Action Committee (PAC), and wish to place political signs in North Las Vegas, please click on the following link to review the City's Sign Code and to print an application:

Military/Overseas Voters

Military personnel and their dependents temporarily living outside of Clark County, and Clark County residents temporarily living overseas should submit a "Registration and Absentee Ballot Request - Federal Post Card Application" (FPCA) instead of the standard Voter Registration Application. It is a combined Voter Registration Application and mail ballot request that eliminates the need to submit these items separately. The registration/mail ballot request is valid through the next two regularly scheduled general elections, for federal offices (e.g., 2013 and 2014). The FPCA is available from Voting Officers at military bases, U.S. embassies or consulates and the Election Department.

Absentee Voters

Last day for the City Clerk’s Office or Clark County Election Department to RECEIVE absentee ballot request:

Primary: March 26, 2013

General: May 28, 2013

Any registered voter, for any reason, may request a mail ballot. The request must be IN WRITING. You may fax your request to the Election Department at (702) 455-2831. The request must be received on or before 5:00 p.m. on the Tuesday before election day.

First-time voters who did not provide I.D. when they registered must provide I.D. when they vote. If you did not provide identification when you registered and have not yet voted in a Clark County election:

  • You must provide a copy of your I.D. when you request a mail ballot for the first time.
  • If you do not include a copy of your I.D. with your mail ballot request, you may still submit it along with your voted mail ballot, inside the official return envelope.
  • If you still do not provide a copy of your I.D. along with your voted mail ballot in State and Federal elections, your ballot will become a provisional ballot. Only your choices for federal offices, e.g. President, U.S. Senate and Congress, will be counted AND only if you submit a copy of your I.D. to the Election Department by 5:00 p.m. on the Friday after election day.
  • If you never provide I.D., your ballot will not be counted.
