Engineering, Construction Services, and Survey is comprised of the following 3 Sections:
REMOTE VIDEO INSPECTION PROGRAM
The purpose of the City of North Las Vegas Remote Video Inspection Program is to provide an alternative for eligible inspections, including limited re-inspections. This program requires the customer to use a minimum 4G device in order to interact with the City Inspector. Video inspections will be performed during normal work hours (Monday through Friday, 6:00 am to 3:30 pm). Construction Services will require the Contractor/Developer to show, and send, the City's inspector all facets of work necessary to perform a thorough inspection, including all third party testing paperwork. The Contractor/Developer shall have a measuring tape with them during the inspection. Inspection results (pass, fail, details) will be provided by the City Inspector via email or text to the Contractor/Developer for their records. The following inspections are currently eligible for Remote Video Inspections (or required if noted as such):
- In-pipe sewer and storm drain videos for cleanliness (in-lieu of balling), for Occupancy.
- In-pipe sewer and storm drain videos for Bond release (required).
- Some surface related improvements (i.e. small <5 yd concrete placements), in-roadway utility collars and dry utility collars, fire hydrant painting, etc.
- Waterline kickers (post-pour).
- Dry utility conduit installation (less trench backfill).
- Traffic Barricade Inspections - Visual layout of cones and message boards. Short term traffic plan modifications, other utility/contractor conflicts with layouts.
- Storm Water Protection Plan follow-up inspections.
- Pre-Construction meetings.
- AC Paving.
- Service Pedestals (Traffic Operations will still need to perform wire makeup and pre-meter set inspections in the field).
- Signage and Striping Installation.
- Initial and Final Pool Inspections (offsite damage review).
- Manhole Lining Application.
- Minor Punch List Item Verification (missing signs, minor errors in pavement markings, some Asphalt Concrete patch work, replacement of water boxes and lids, etc.)
Engineering Services provides professional planning, project programming, preliminary engineering, final design, public bidding, financial and administrative services associated with publicly-funded, capital improvement infrastructure projects and public works programs. These projects include: roadways, street improvements, traffic signals, bridges, flood control channels and detention basins, new and renovated parks, landscaping, new and remodeled municipal buildings, facility maintenance, and various other projects. Engineering Services also compiles the City’s Capital Improvement Plan which serves as a Citywide planning tool to address capital needs and prioritize funding for future projects.

City Surveyor/GPS: Gary M. Hancock, PLS
Survey performs construction staking, topographic, and boundary surveys for city projects. Establishes and maintains horizontal control networks. This division operates and maintains real-time GPS for both the city and public use. Also, reviews and prepares legal descriptions, record drawings, plats, maps, and other official documents, ensuring that such documents conform to state and local laws.

ASSET MANAGEMENT
This work group provides for the centralization, updating and maintenance of the City’s geographic information system (GIS), facility mapping and asset management.
