ENGINEERING SERVICES DIVISION
Engineering Services reports to the Randy DeVaul, Deputy Director of Public Works. The division is responsible for the implementation the
Capital Improvement Program (CIP) on behalf of the City. Engineering Services
is comprised of the following 4 Sections:
Engineering Planning
Manager: Tom Brady, P.E., LEED AP
The Engineering Planning Section is responsible for assisting project proponents in initiating new projects, planning and programming future projects and their funding, developing feasibility studies, scoping, scheduling and budgeting new projects, performing environmental assessments, updating the City's Capital Improvement Plan, preparing special technical reports, and coordinating projects sponsored by other local agencies that affect the City.
Engineering
and Design
Manager: Dan Muirhead, P.E.
The Engineering and Design Section is responsible for the selection of design consultants, management of consultant performance, development of engineering evaluations and Preliminary Design Reports, coordinating projects with acquisition of right-of-way and special permits, preparation of final design drawings, technical specifications, and cost estimates, design of minor projects in-house, and administering the public bidding process for civil Capital Improvement Projects, including: flood control, parks and recreation, roadways, and traffic safety.
Facilities Design
Manager: (vacant)
The Facilities Design Section is responsible for the selection of design consultants, management of consultant performance, development of engineering evaluations and Preliminary Design Reports, coordinating projects with acquisition of right-of-way and special permits, preparation of final design drawings, technical specifications, and cost estimates, and the design of minor projects in-house for the renovation of existing and/or new municipal facilities.
Construction Management
Manager: Robert E. Huggins, P.E.
The Construction Management Section is responsible for the successful completion of construction projects from award of construction contracts through final acceptance of the new improvements by Council. Services include performing constructibility reviews of design plans and specifications, processing shop drawing submittals, conducting construction progress meetings, monitoring schedules and budgets, coordinating surveying, inspection, and materials testing services, certifying progress payments, negotiating change orders, preparing punch lists, and administering project closeout and warranty activities.
Collectively,
Engineering Services provides professional planning, project programming,
preliminary engineering, final design, public bidding, construction management,
project closeout, and financial and administrative services associated
with publicly-funded, capital improvement infrastructure projects and
public works programs. These
projects include: roadways, street improvements, traffic signals, bridges,
flood control channels and detention basins, water reservoirs, wells,
pump stations, water and sewer pipelines, new and renovated parks, landscaping,
new and remodeled municipal buildings, facility maintenance, and various
other projects. Engineering
Services also compiles the City’s Capital Improvement Plan which serves
as a Citywide planning tool to address capital needs and prioritize funding
for future projects.
