Gregory W. Blackburn joined the City of North Las Vegas as Building Official in January 2009. He manages the Building Safety Division, which includes the Permit Application Center, Building Plans Examination, Building Inspections, and Code Enforcement. He leads the City of North Las Vegas Process Improvement Team on a cross-departmental effort to improve customer service.

Blackburn has been involved with regional and national code development for 15 years and has taught code-related classes for 13 years. He has served as the President of the Southern Nevada Chapter of the International Code Council and is the Chairman of the Southern Nevada Child Drowning Prevention Coalition (, working to eliminate child drowning in Southern Nevada.

Before joining the City of North Las Vegas, Blackburn worked 14 years for the City of Henderson as Manager of Inspection Services, overseeing Building Inspections and Code Enforcement. 

Blackburn has 13 professional certifications from the International Code Council, including Building Official certification, a BA and an MBA/PA from the University of Phoenix. He worked in the construction industry for 15 years before entering public service.
