Deputy Chief Scott has been a member of the Department since 1985. His initial position was that of Patrol Officer but throughout the years he has held many positions, including:

* Special Weapons and Tactics Officer
* Special Tactics and Intelligence with Narcotics and Gangs Officer
* Field Training Officer
* Patrol Sergeant
* Sergeant in Charge of the Special Response Team
* Lieutenant of Crime Prevention
* Patrol Lieutenant
* Special Operations Lieutenant
* Captain of Operations, Northwest Area Command
* Captain of Investigative Command

* Captain of South Area Command Operations

Deputy Chief Scott achieved a B.A. in Criminal Justice from the University of Nevada-Las Vegas in 1984. In 1996 Scott attended the Northwestern University Traffic Institute School of Police Staff and Command (S.P.S.C.). In 2005 he attended the Northwestern's Executive Management Program.

Deputy Chief Scott is also an adjunct instructor for Northwestern University’s Center for Public Safety.
