Budget and Capital Improvement Plan (CIP)

The Budget and CIP Division is responsible for the coordination, preparation, and adoption of the City’s operating and capital budgets, and the submission of the adopted budget to the State as required by Nevada Revised Statutes.  In addition, the division provides financial administration of the City’s Capital Improvement Plan (CIP), which outlines the short- and long-term capital projects covering a five-year period.  The division also manages the City’s capital reimbursement program, tracks full-time equivalent (FTE) positions, provides financial analysis in a variety of areas including labor negotiations and legislative impacts.

Once the budget is adopted by the City Council, the Budget and CIP Division (with the assistance of the departments) prepares and submits the annual Adopted Budget to the Government Finance Officers Association (GFOA) for review and consideration of the Distinguished Budget Award.  The City has received the Distinguished Budget Award every year since its initial submission in 2004.  In addition, the City has received special recognition awards from the GFOA, including “Outstanding as a Communications Device” for the second consecutive year, and “Outstanding as a Policy Document” beginning with the Fiscal 2007 Adopted Budget.
