The candidate filing period begins Tuesday, January 25, 2011, at 8:00 a.m. and ends on Friday, February 4, 2011, at 5:00 p.m. The last day to change the manner of name on the ballot is Friday, February 4, 2011, at 5:00 p.m. The last day for a candidate to withdraw their candidacy is Tuesday, February 8, 2011, at 5:00 p.m. A withdrawal of candidacy must be in writing and presented in person.

The Candidate Filing Packet will be available January 25, 2011 at 8:00 a.m. You may pick up a candidate packet at the City Clerk’s Office or download it from the City’s website. However, you are required to come in person to the City Clerk’s Office, during the Candidate Filing Period, to complete and sign all required forms.

A primary election must be held on the Tuesday following the first Monday in April preceding the general election, at which time there must be nominated candidates for offices to be voted for at the general election. In the primary election the names of the two candidates who receive the highest number of votes must be placed on the ballot for the general election. If, regardless of the number of candidates for an office, one candidate receives a majority of the total votes cast for that office in the primary election, he/she must be declared elected to that office and no general election need be held for that office. Seats are non-partisan: Council seat shall be elected for a term of four (4) years; Municipal Court Judge shall be elected for a term of six (6) years. Each Council Member shall be voted for and elected only by the registered voters of the ward that the Council Member will represent (Article II, Section 2.010, Subsection 5 of the Charter of the City of North Las Vegas). Candidates for all other elective offices must be voted upon by the registered voters of the City at large. (NLVMC 2.08.030, 2.08.060, NLVCC 2.010, 4.020)

Each candidate for Council Member Wards 2 and 4, must meet the following qualifications:

(A) Be a qualified elector who has resided in the ward which he/she represents for at least thirty (30) days immediately preceding the last day for filing a declaration of candidacy and must continue to live in the ward.

Each candidate for Municipal Court Judge must meet the following qualifications:

(A) Be a bona fide resident of the City for at least a continuous six (6) month period immediately preceding the election;

(B) Be a qualified elector within the City of North Las Vegas.

(C) Be a duly licensed member, in good standing, of the State Bar of Nevada and devote full time to the duties of the office.

All candidates for elective office shall, at the time of filing, produce evidence in satisfaction of their qualifications for said elective office. Said qualifications are set out in the Charter of the City of North Las Vegas as amended, and Section 2.08.060 of the Municipal Code. The City Clerk’s Office may access water billing history to determine residency unless other proof is provided by the candidate. Candidates running for Municipal Court Judge must provide a copy of their State Bar License.

Each candidate shall be charged, and the City Clerk shall collect from each candidate at the time of filing a filing fee in the sum of one hundred dollars ($100.00) (Ord. 1472 § 3, 2000) and twenty-five dollars ($25.00) for the placement of political signs in North Las Vegas (NLVMC 17.24.115), which shall be deposited to the credit of the general fund of the City. Filing fees are payable by cash, check or money order. Credit card payments will be accepted Monday through Thursday. No credit card payments will be accepted on Friday.
